He was born on April 28, 1956 in the village of Sloboda-Romanivska Novohrad-Volynsky district, Zhytomyr region. Ukrainian; father Mykhailo Klymovych (1930) and mother Olga Andriivna (1929) — peasants, pensioners; wife Tetyana Kostyantynivna (1960) is an economist; daughter Olena (1982) is a student; son Ivan (1989) — high school student. 
Doctor of historical sciences, academician of the National Academy of Sciences of Ukraine, academician of the Academy of Legal Sciences of Ukraine, professor of the Department of Modern History of Taras Shevchenko Kyiv National University. 

POLITICAL ACTIVITY 
• November 22, 1999 to June 2002 - Head of the Administration of the President of Ukraine. 
• 04.2002 - People's Deputy of Ukraine 4 convocations from the block "For a united Ukraine!". 
• 05/28/2002 - Chairman of the Verkhovna Rada of Ukraine. 
• 06/09/2004 - Chairman of the People's Party. 
• Author of almost 60 draft laws. 

POLITICAL POSITIONS 
• member of the National Security and Defense Council of Ukraine since 12/21/1999; 
• Chairman of the Coordination Council for Civil Service under the President of Ukraine since February 2000; 
• Chairman of the Commission on Administrative and Territorial Organization since August 2000; 
• Deputy Chairman of the National Council on Adaptation of the Legislation of Ukraine to the Legislation of the European Union since August 2000; 
• Chairman of the Public Council of Experts on Domestic Political Issues since November 2000; 
• member of the Council on Science and Scientific and Technical Policy under the President of Ukraine since March 1996; 
• member of the Supervisory Board of the National Fund for Social Protection of Mothers and Children "Ukraine - Children" since March 1997; 
• Member of the Presidium of the National Council for Coordination of Activities of State and Regional Bodies and Local Self-Government since December 2000; 
• Member of the State Council on European and Euro-Atlantic Integration of Ukraine since August 2002;

SCIENTIFIC ACTIVITY 
• 1978 – graduated from Kyiv University named after T. Shevchenko, Faculty of History; 
• 1978-1986 - assistant to the rector, teacher, senior teacher, associate professor of the Faculty of History of Kyiv University named after T. Shevchenko; 
• 1984 – defended his candidate's thesis for the degree of candidate of historical sciences; 
• 1986-1989 - head of the Department of the Ministry of Higher and Secondary Special Education of the Ukrainian SSR; 
• 1989-1991 - lecturer-consultant; 
• 1991-1994 - associate professor of the Faculty of History, doctoral student of Taras Shevchenko Kyiv University; 
• 1995 – doctoral dissertation "Political arena of Ukraine: Active persons and performers (Socio-political development of Ukraine in the second half of the 90s)". 
Author of more than 270 scientific works, including books: "Political arena of Ukraine: individuals and performers" (1994), "Ukraine: politics, politicians, power" (1997), "Ukraine on the brink of the millennium (1991-2000)" (2000), "Ukraine: experience and problems of state formation (90s of the 20th century)" (2001), "Ukraine: a chronicle of progress (1991-2001)" (2001), "A measure of history" (2002), "A thousand years of neighborhood and interaction " (2002).

• Academician of NASU (Department of History, Philosophy and Law, Modern History of Ukraine, 05.2003); 
• Chairman of the Supervisory Board of Taras Shevchenko Kyiv National University since January 2003; 
• member of the presidium of the Central Committee of Ukraine since 11.1998; 
• member of the specialized scientific councils of the Institute of History of Ukraine of the National Academy of Sciences and the Faculty of History of Taras Shevchenko Kyiv National University; 
• member of the Committee for State Prizes of Ukraine in the field of science and technology since June 2000; 
• member of the editorial board of the magazines "Ukrainian Historical Journal" and "Intellectual Property"; 
• Chairman of the Supervisory Board of the National Museum of the History of the Great Patriotic War; 
• a member of the Commission on reproduction of outstanding historical and cultural monuments under the President of Ukraine since December 1995 

HONORS AND AWARDS 
• Honorary Doctor of Dnipropetrovsk National University since December 2003 
• Honored Worker of Science and Technology of Ukraine since 11.1998 
• Laureate of the State Prize of Ukraine in the field of science and technology (1999; for the series of monographs "Ukrainian phaleristics and bonistics") 
• Awarded the Certificate of Honor of the CM of Ukraine (April 2003), the Great Gold Medal of the University named after Ya. O. Komensky (Slovakia) (10.2003), Hero of Ukraine (12.09.2004) 

PASSION 
Books, football, volleyball. He is a connoisseur of dogs, his favorite breed is Dalmatians.
